Collections of Current Laws and Regulations

The following two series of collections are available, covering all Japanese laws, cabinet orders, office ordinances, and ministerial ordinances in force:

"Digest of Laws and Orders in Force(Genko Hoki Soran)" (CZ-3-6)(text in Japanese), edited by the Legislative Bureaus of the Houses of the Diet; published by Daiichi-Hoki Publishing Co.

"Japanese Laws and Orders in Force (Genko Nihon Hoki)" (CZ-3-7) (text in Japanese), edited by the Legal Research Section of the Ministry of Justice; published by Gyosei Corporation

Both are vast loose-leaf style statutes collections extending to nearly 100 volumes, but they differ in page replacement frequency, indexing, notices coverage, and notes on amended statutes. To search for the latest laws and regulations, "Japanese Laws and Orders in Force(Genko Nihon Hoki) " is recommended as it is updated more frequently.

 

Current Laws and Regulations Databases

The following two databases are in service dealing with Japanese current laws, cabinet orders, cabinet ordinances, and ministerial ordinances:

"Genko Horei CD-ROM" (YH111-13)(text in Japanese), published by Gyosei Corporation .

"Rigaru Besu Horei-hen CD-ROM" (YH111-14)(text in Japanese), published by the Japan Law Information Center .

The Laws and Regulations Data Service System website外部サイトへのリンク (in Japanese) operated by the Administrative Management Bureau of the Ministry of Public Management, Home Affairs, Posts and Telecommunications enables the browsing of Japan's current laws and regulations (the constitution, laws, cabinet orders, imperial orders, office ordinances and ministerial ordinances).

The website of the House of Representatives provides a link to laws legislated since the 1st session of National Diet 外部サイトへのリンク(in Japanese).

A personal website called " Hoko" 外部サイトへのリンク (in Japanese) also has a laws and regulations database service. The database covers treaties, laws, regulations, ordinances and part of notices since 1881 although downloading the preview of laws, cabinet orders, treaties, ministerial ordinances and notices issued since 1997 is charged.

 

Kanpo (Official Gazette)

"Official Gazette (Kanpo)" (CZ-2-2) (text in Japanese), published daily by the Printing Bureau of the Ministry of Finance and dating back to July 2, 1883

All the latest issued laws and regulations yet to be filed into collections are available in the "Official Gazette(Kanpo)".

To search for older "Kanpo", the website of the Printing Bureau offers another service called " Official Gazette information Search Service(Kanpo Joho Kensaku Sabisu)外部サイトへのリンク" (in Japanese) to registered users (charged).

The website of Zenkanpo(Government Publications Center) provides contents search外部サイトへのリンク (in Japanese).
The website "Prime Minister of Japan and His Cabinet" offers latest contents information including the texts of laws, cabinet orders and treaties 外部サイトへのリンク(in Japanese) and "Official Gazette Information Series外部サイトへのリンク(Kanpo Shiryo-ban )外部サイトへのリンク" since August 1997 (in Japanese).

JETRO's GOVERNMENT PROCUREMENT database system外部サイトへのリンク (in English) provides information on notices of procurement announced by the government.

 

Index of Current Laws and Regulations

A comprehensive index of current laws and regulations is "Index to the Japanese Laws and Regulations in force (Nihon Horei Sakuin - Genko Horei-hen)" (CZ-1-1)(text in Japanese), compiled and published annually since 1949 . This index covers the constitution, laws, imperial orders, cabinet orders, office ordinances, ministerial ordinances, treaties, and rules for the National Diet, administrative commissions, the Supreme Court, the Board of Audit, and the National Personnel Authority. The information in this index includes the promulgation date of each law/order (date of announcement in the Official Gazette), dates of amendment, and the number of the Diet session in which the law, treaty, etc. was deliberated.

 

Abolished Laws and Regulations

Abolished Laws and Regulations

The PDOP Room files and stocks various collections of laws and regulations enacted since the Meiji era, although those enacted in the second decade of Showa (1935-44) are few. To search for abolished laws and regulations, the best way is to consult the statutes books of relevant subjects published in the era when the laws were in force.

For abolished laws and regulations, the NDL compiled the "Index to the Repealed and Expired Laws and Regulations in Japan (Nihon Horei Sakuin - Kyu Horei-hen), Volumes 1-3" (CZ-1-1) (text in Japanese). This index contains information on the promulgation dates (dates of announcement in the Official Gazette), dates of amendment, dates of abolition, etc. concerning the laws, orders and ordinances issued within mainland Japan in the period between 1886 and 1981.

The laws and regulations abolished on or after September 2, 1981 are listed in the aforementioned "Index to the Japanese Statutes in Force (Nihon Horei Sakuin - Genko Horei-hen)". The list has information of the promulgation date of each law and regulation and its statute number, which enable the statute's full text printed in "Official Gazette (Kanpo)" or "Complete Collection of Laws and Orders(Horei Zensho)" to be tracked down.
However, there are no search tools for laws, regulations and notices issued in former colonial territories of Japan.

Complete Collection of Laws and Orders (Horei Zensho), Complete Classified Collections of Laws, Regulations, and Ordinances(Hoki Bunrui Taizen)

The two principal collections of laws and regulations in the early Meiji Era are "Complete Collection of Laws and Orders (Horei Zensho)" (CZ-4-1) (in Japanese) and "Complete Classified Collections of Laws, Regulations, and Ordinances(Hoki Bunrui Taizen)" (CZ-3-15) (in Japanese).

The former files per annum laws and regulations by format, arranged according to the statute number. The latter files by subject and also contains various documents produced during the legislation process, but it is an incomplete collection and fails to cover some of the subjects.

 

Decisions of the Cabinet Meetings

Most of the decisions of the cabinet meetings issued since 1964 are compiled in "Kakugi oyobi Jimujikan-to Kaigi Fugijiko no Kenmei-to Mokuroku" published yearly by the Cabinet Counselor's Office of the Cabinet Secretariat (in Japanese).

The PDOP Room provides via internet the final texts and a list of sources of the decisions of the Cabinet Meetings issued between 1926 and 1963.

Also, The PDOP Room keeps bibliographical cards on the titles and issuance dates of the decisions of the cabinet meetings that date back to the Meiji and Taisho eras and the period since 1964 and whose main texts are stocked in the NDL.

English-translated Texts of Japanese Laws and Regulations

English-translated Texts of Laws and Regulations

"EHS Law Bulletin Series" (CZ-3-2), published by Eibun-Horei-Sha, translations of principal laws and regulations into English.

As a result of continued efforts to collect English translated texts appeared in the EHS series and other legal materials, The PDOP Room published "Nihon Eiyaku Horei Shoshi FD-ban (Bibliography of English-translated texts of Japanese laws and regulations (FD version)" in April 1998 in cooperation with Eibun-Horei-Sha.
