本書の責任著者であるRajan Guptaはデリー大学准教授であり、電子行政のためのデータ分析を専門とする。共著者のSunil K. Muttooはデリー大学教授であり、符号理論、暗号理論等を研究分野としている。また、同じく共著者のSaibal K. Palはインド国防研究開発機構(DRDO)上席研究員であり、電子行政、情報セキュリティを専門とする。
本書のポイント
本書はインドにおける電子行政について解説したものである。
インド政府は、生体認証IDシステム・アーダールの導入(2009年)[1]、電子行政サービスのオンデマンド化等を目指したデジタル・インディア計画の策定(2014年)[2]等、国を挙げてのデジタル化を推進している。コロナ禍においても、アーダール等を基盤としたシステムを活用することで、直接現金給付やワクチン接種が迅速に実現したとされる[3]。
本書は、こうしたインドにおける電子行政について、様々な指標と事例を通じて説明する。具体的には、2006年の国家電子行政計画(National e-Governance Plan)の政策枠組み、国連報告書等をもとにした国際比較、州政府レベルのデジタル環境比較や事例紹介、アーダールや政府ポータルサイトMyGov.in等の事例紹介、今後のビジョンとプロジェクトの紹介等がまとめられている。本書の情報は2017年時点のもので、その時点におけるインド国内の電子行政の全体像を知ることができる。
日本でもインドの電子行政に対する関心は高く、今後の取組みの参考事例としてインドにおける取組みを包括的に取り上げた本書は参考になる。
