筆頭編者のM. Amarjeet Singhはジャミア・ミリア・イスラミア大学の北東部研究・政策調査センター教授であり、紛争研究、移民研究、開発政策、インド北東部の社会と政治を研究対象としている。他の編者及び著者には、インド北東部を対象にした開発経済、法制史、社会運動研究などの各分野の大学・研究機関の研究者、ジャーナリスト等が含まれる。

出版の背景・目的

本書は、2018年3月12日・13日に開催された会議「インドのアクト・イースト政策：インド北東部とミャンマーにとってのニーズとプライオリティ」で発表された論文のなかから一部を選定、編集したものである。従来の研究では、アクト・イースト政策とインド北東部の地域利害との関係が十分には論じられてこなかったが、この論集ではその論点にも焦点を当てている。

本書のポイント

本書はインド政府のアクト・イースト政策の文脈からインド北東部の開発を取り上げたものである。

日本政府もまた、「自由で開かれたインド太平洋戦略」の観点からインド北東部における協力を重視し、2017年12月には日本大使館とインド政府の共催により、「北東部における様々な分野の協力について協議し、協力事業を促進することを目的」とするアクト・イースト・フォーラムを設立している[1]。

本書は、インド政府によるアクト・イースト政策における北東部の位置付け、ルック・イースト政策との比較、中央政府と州政府との関係、周辺国（特にミャンマー）からの受け止めなどを分析し、各所で日本政府との関わりについても触れている。日本政府との関わりがある同地域について、インド国内の視点から理解するのに役に立つ。
