歴史
米陸軍省は、1945年9月8日、太平洋陸軍司令官（マッカーサー）への指令により占領史の編纂を要請した。連合国最高司令官総司令部（GHQ/SCAP）では、占領の非軍事的な活動の歴史記録の作成を任務としていた統計資料局（Statistical Reports Section）が占領史の編纂に着手した。ただし、占領軍内には同じく歴史編纂を所掌する極東軍総司令部（GHQ/FEC）G-2歴史部（G-2, Historical Section）があったところから、1947年3月の両Section間の合意により占領史の編纂につき、SCAPの組織と職務は統計資料部、極東軍（その前身の太平洋陸軍）の組織及び職務並びに同軍に委託されたSCAP指令の実施は、歴史部が所掌することで切り分けがなされた。 その後、統計資料局では、日本占領の非軍事活動史について、 (i)「日本占領中におけるSCAPの非軍事的な性質の活動、並びにSCAPの施策及び措置に関係する日本政府の活動並びに日本の政治的、経済的及び社会的活動について包括的で、事実により、十分に立証された説明を行う」こと。 (ii) 教育・知識・関心のある素人の読者が理解することができるよう執筆すること。 (iii) SCAPと日本の非軍事的活動の各専門分野ごとに、(a) 基本方針、占領開始時にSCAPの直面した状況、この問題を処理するために占領下で取られた措置及びこの措置の結果を正確にまとめた50を超えるモノグラフ、(b) SCAPの基本方針と様々な個別分野でのその展開・適用について論じた序説のモノグラフ、(c) 軍政活動のような半軍事的な活動を含む一般的な問題を扱う多数の簡潔な補遺、(d) 統計の補遺、(e) 書誌、(f) 歴史全体の詳細な事項索引、で構成すること。 などの編集方針を定めた（SOP for History of Non-Military Activities）。 1951年中には編纂作業を終え、最終的には序説と54編のモノグラフが調製された。当初の計画にあった補遺、書誌、索引は調製されずに終った。
