歴史

国際検察局（IPS）は、1945年12月8日に極東国際軍事裁判の準備及び事件の起訴を目的とし極東国際軍事裁判所の設置に先行して設置された。局長には前月に米国の主任検事に就任していたジョゼフ・キーナン（Joseph Keenan）が任命された（一般命令第20号）。検察官などの人員は米国のほか、イギリス、中国、カナダ、オーストラリア、ニュージーランド、オランダ、フランス、フィリピン、ソ連、インドの各国から派遣された。キーナンは、検察局要員をAからHまで（のちにIまで）の作業グループに分けて、裁判の準備、A級戦犯容疑者への尋問などにより被告人の選定作業を進めた。その後、各国代表団の到着を受けて、1946年3月執行委員会と3つの小委員会が設置され、イギリスのコミンズ=カー（Arthur S. Comyns Carr）が執行委員長となった。委員会での議論等、様々な経緯を経て、最終的には28人の被告人を選定し、同年4月29日に起訴した。極東国際軍事裁判は同年5月3日に審理を開始し、1948年2月16日に結審し同年11月12日に判決と刑の宣告が行われた。同局は、1949年2月12日廃止された（一般命令第3号）。

原所蔵機関

米国国立公文書館（RG331）

受入

1949年2月の同局の廃止後、報告書及び文書はG-2、往復文書は法務局に引き継がれた。当館が米国国立公文書館（NARA）でGHQ/SCAP文書を収集していた1978年から1990年にかけて、その他のGHQ/SCAP文書がスートランドのナショナルレコードセンターにあったのに対し、IPS文書はワシントンDCのNARA本館にあった。そのためNARA側からの要請で、IPS文書については、当館がそれまでのGHQ/SCAP文書収集の際に採用していた、文書をフォルダーごとに整理して16mmマイクロフィルムに撮影し、そこからマイクロフィッシュを作製するという方法に依らず、文書の整理を特にせずに、1991年度からNARAの永久保存規格であるアーカイブス用の35mmマイクロフィルムに撮影して収集した。その後、2014年度からマイクロフィルムからのデジタル化を開始した。
