1931ノースウェスタン大学で博士号取得、バッファロー大学教授（経済学）、1937～1938国家資源委員会顧問、1943～1944物価管理庁次長顧問、1944～1945在中国大使館経済顧問、1945～1946国務省財政開発政策局顧問、1948経済協力庁中国派遣産業使節団員、1948～1949経済協力庁中国派遣使節経済担当主任、1950インドネシア派遣暫定使節エコノミスト。
