最終報告書とその草稿、報告書作成の根拠とした資料が収められている。具体的には日本の国家指導者、軍・政府の実務責任者、軍需関係企業の経営者・技術責任者の尋問記録、一般国民の尋問記録、軍需生産にかかわった企業の各工場、陸海軍の各工廠、各鉱山に対し要求して提出された統計データや空襲損害に関する資料、工場・工廠の施設の図面、米軍の爆撃計画や損害の報告等、様々な資料が含まれている。 なお、このうちの日本側提出資料の性格について、陸軍省軍務局員の燃料担当者としてUSSBSの調査に対応した高橋健夫は、その回想記で、敗戦時の資料焼却のため、記録が残っておらず、USSBSからの資料要求に対し、「多くの人たちから記憶による数字を出してもらい、いちおうの体裁を整えたのが実情であった。そういうわけで、戦後に記録として残っている統計の多くは、この種類の作った資料なのだ。」（『油断の幻影 一技術将校の見た日米開戦の内幕』 時事通信社 1985 p. 208）と述べている。ほかに、上村英輔（当時、石油統制会理事、後、日本石油社長）口述『生き残り放談』（石油春秋社 1971、当館未所蔵）でも実地調査に同行したときや報告書をまとめたときの思い出が語られている。
