歴史
米陸軍省では、第一次大戦後のライン地方占領の経験から、日米開戦直前の1941年12月3日付けの指令で、早くも戦後の枢軸国等の軍事的占領に備えて、陸軍省補給部憲兵総監部（War Department, Services of Supply, Provost Marshal General's Office）に軍政要員の訓練を実施する任務を与えた。これを受けて、憲兵総監部では、訓練プログラムの作成に着手し、1942年5月にはヴァージニア州シャーロッツビルのヴァージニア大学に軍政学校（School of Military Government）が開設され、1943年3月には地域研究で実績のあるいくつかの大学に民政訓練学校（Civil Affairs Training School, CATS）が設置された。軍政学校では、占領地における法規、補給、諜報、公行政・組織、運営、人事等の基礎的な事項、民政訓練学校では各地域に関する事項や語学についての教育が行われた。 管理部門としては、1942年8月には陸軍補給軍（Army Service Forces、上述の陸軍補給部の後身）の憲兵総監部に軍政に係る文民官庁の活動を統合した広範な計画策定に従事する軍政課（Military Government Division）が設置され、1943年１月までに陸軍省の軍政計画に係る一般方針と訓練プログラムの詳細が確定された。しかし、憲兵総監には、この計画を実行に移すための調整権限がなかったところから、1943年3月に、陸軍省専門部（Special Staff）として軍政に係る非軍事的活動全般を統括する民政部（Civil Affairs Division）が設置された。 極東戦域を対象にした訓練プログラムは、特段の指令に基づかずに1943年8月からシカゴ民政訓練学校で開始され、1期生は1944年11月に課程を修了した。指令に基づくプログラムは1944年6月から開始され、6週間軍政学校で訓練を受けた後に、ハーバード、イェール、ミシガン、シカゴ、ノースウェスタン、スタンフォードの各大学に置かれた民政訓練学校のいずれかでさらに6か月間の訓練を受けるというものであった。

1975年に米国議会図書館が「戦史総監部（Office of the Chief of Military History）歴史的マニュスクリプト・ファイル（Historical Manuscript File）」からマイクロフィルムに撮影したものを、当館では1979年に購入した。
